epriestley f87c1ac362 Start the fact daemon in "bin/phd start" ... Summary: Depends on D20488. Ref T13279. When installs run `bin/phd start`, start the fact daemon alongside other daemons. Since "Reports" in Maniphest now relies on Facts data, populate it. Test Plan: Ran `bin/phd start`, saw the Fact daemon start.
