Summary: Removal of `PholioMockEditor::applyCustomInternalTransaction()` in D17868 broke creation of new mocks in Pholio. Puts the empty method back until we finish migrating Pholio to modular transactions. Test Plan: Created some mocks, observed lack of unhandled exception.
